The Franklinton Board of Aldermen and Mayor Greg Route met most recently on October 21 at the Franklinton Municipal Building. Following the welcome, invocation and Pledge of Allegiance, the board voted to approve the minutes of the October 8 regular meeting.
In new business, the Board voted to approve the hiring of Barry Cooper as a dispatcher for the Police Department. Next a public hearing was opened on the amended budget for 2023-2024.
No one from the public came forward and the Board then voted to adopt the amended budget for 2023-2024 with Alderman Descant voting no.
A second public hearing was opened on the proposed budget for 2024-2025. No one came forward with comments, so the Board voted to adopt the proposed budget for 2024-2025 with only Alderman Descant voting no.
Fire Chief Brandon LaSalle presented the monthly report for the Fire Department. This included 44 medical calls and 14 grass fires. He noted that Parish President Ryan Seal is asking folks to be cautious if burning anything. LaSalle believes that with the dry weather conditions, a burn ban will likely be issued by the end of the week. He also shared that the department worked only a few medical calls during the fair.
Town Clerk Ellen Waskom presented the financial report for September. The General Fund had an income of $332,000 and expenses of $363,000 which resulted in a loss for the month of $49,700. Alderman Butler expressed his concern for the loss and Mrs. Waskom explained that the town has had some "pretty big expenditures." Also, taxes are usually collected in the first four months of the year and by the time September is reached, the income has decreased.
In public participation, Seena Chauvin detailed difficulties she claims to have experienced with the Franklinton Police Department. Upon running out of time, Ms. Chauvin continued to read her complaints from her phone as she moved to her seat. The situation became contentious, and Ms. Chauvin exited the meeting. Attorney James Knight noted that the Town is unable to respond when a lawsuit has been filed and there is open litigation.
James Tate then shared that he is still upset about the park not being built and reminded the audience of the money available in the Parks and Recreation account. He ended by reminding the audience to vote in a manner that supports the community. Local minister Bro Wayne then shared a poem he wrote in support of re-electing Mayor Route.
In closing comments, Mrs. Emma Route reminded everyone that a Trunk or Treat will be held at the Town Municipal Building on October 31, 2024, from 6:00 to 7:30 for children up to age 12. She promises a safe environment and lots of goodies. The Board also voted to set Trick or Treating hours in Franklinton at 5:00 to 8:00 pm and limited to ages up to 12 years.
