Born in Tangipahoa Parish on January 5, 1935, Neva grew up in the San Pedro community and graduated from Franklinton High School in 1953, where she was homecoming queen for that year. She and her husband, Jack, owned and operated the Rapid Banquet in Bogalusa during the 1970’s, and then later opened and ran Northlake Produce in Bogalusa.
