On March 8, a Washington Parish Sheriff's Office narcotics detective was in the right place at the right time. As the detective drove eastbound on Highway 10 east of Franklinton, he observed a male on the east bound shoulder. As vehicles approached the male, he would step into the roadway, taunting drivers.
