On December 28, Washington Parish Sheriff's Office deputies encountered Austin Troy Freeman, 23, a resident of Sandy Hook, Mississippi, who was traveling on Highway 21 near Rayburn Correctional Center. Freeman had both methamphetamine and marijuana in his possession.
